Luật mới, được cấu trúc thành bảy chương với 54 điều, nhằm khắc phục những vướng mắc của Luật Giao dịch điện tử năm 2005. Cụ thể là việc hạn chế một số lĩnh vực áp dụng giao dịch điện tử trong Luật có thể gây cản trở ứng dụng công nghệ số, chuyển đổi số trong những lĩnh vực này. Bên cạnh những sửa đổi về phạm vi điều chỉnh, quản lý nhà nước về giao dịch điện tử và hệ thống thông tin phục vụ giao dịch điện tử, Luật mới tập trung vào việc công nhận pháp lý chữ ký điện tử, hiệu lực của thông điệp dữ liệu và việc ký kết, thực hiện hợp đồng điện tử. 

Phạm vi điều chỉnh của luật mới 

Đáng chú ý, Điều 1 của Luật quy định phạm vi điều chỉnh chung, bao gồm tất cả các giao dịch được thực hiện bằng phương tiện điện tử. Tuy nhiên, Luật không quy định nội dung, hình thức và điều kiện của giao dịch cũng như không điều chỉnh các giao dịch không được phép thực hiện qua phương tiện điện tử và trong trường hợp đó, các luật chuyên ngành có liên quan sẽ được áp dụng. 

So với Luật cũ năm 2005, phạm vi của luật mới sẽ rộng hơn. Theo ông Hùng – Bộ trưởng Bộ Thông tin và Truyền thông (MIG), Luật Giao dịch điện tử 2005 từng hạn chế phạm vi áp dụng, không bao gồm các giao dịch liên quan đến bất động sản, thừa kế, hôn nhân, giấy tờ có giá. Tuy nhiên, luật sửa đổi đã mở rộng đáng kể phạm vi này, cho phép áp dụng giao dịch điện tử vào hầu hết các hoạt động trong đời sống. Ông Hùng giải thích rằng sự thay đổi này dựa trên sự phát triển vượt bậc của công nghệ số và nhu cầu ngày càng cao về các dịch vụ trực tuyến. 

Thông điệp dữ liệu 

Luật mới dành hẳn một chương để quy định về thông điệp dữ liệu, nhấn mạnh rằng “thông tin nêu trong thông điệp dữ liệu không thể bị từ chối tính hợp pháp chỉ vì lý do thông tin đó được thể hiện dưới dạng thông điệp dữ liệu”. Hơn nữa, nhằm tạo điều kiện thuận lợi cho việc sử dụng thông điệp dữ liệu trong giao dịch điện tử, Luật quy định các điều kiện để thông điệp dữ liệu có giá trị như văn bản viết hoặc văn bản gốc và các yêu cầu về việc chuyển đổi thông điệp dữ liệu thành văn bản giấy và ngược lại.     

Chữ ký điện tử 

Luật mới vẫn kế thừa định nghĩa về chữ ký điện tử của Luật 2005. Tuy nhiên, điểm mới là chữ ký điện tử  được phân loại dựa trên mục đích của chúng như sau: 

– Chữ ký điện tử chuyên dùng là chữ ký điện tử do cơ quan, tổ chức tạo lập, sử dụng riêng cho hoạt động của cơ quan, tổ chức đó phù hợp với chức năng, nhiệm vụ; 

– Chữ ký số công cộng là chữ ký số được sử dụng trong hoạt động công cộng và được bảo đảm bởi chứng thư chữ ký số công cộng; 

– Chữ ký số chuyên dùng công vụ là chữ ký số được sử dụng trong hoạt động công vụ và được bảo đảm bởi chứng thư chữ ký số chuyên dùng công vụ. 

Ngoài ra, mỗi phân loại sẽ phải tuân theo các điều kiện riêng để đảm bảo tính xác thực. Đáng chú ý, theo Luật mới, các hình thức xác định người ký khác bằng phương tiện điện tử như chèn hình ảnh chữ ký viết tay hoặc sử dụng chữ ký được quét, chữ ký mật khẩu một lần (OTP) và chữ ký tin nhắn văn bản (SMS) không được coi là chữ ký điện tử. Tuy nhiên, để phù hợp với thực tế, Luật có đề cập đến việc sử dụng các hình thức này, nói rằng sẽ tuân thủ các luật chuyên ngành có liên quan.   

Tin tốt cho các doanh nghiệp là Luật mới công nhận giá trị pháp lý của chữ ký điện tử nước ngoài và chứng thư số điện tử nước ngoài nhằm giúp giảm chi phí giao dịch xuyên biên giới cho doanh nghiệp cũng như thúc đẩy giao dịch điện tử quốc tế.  

Hợp đồng điện tử 

Nhằm tạo điều kiện thuận lợi cho việc ký kết và thực hiện hợp đồng điện tử, Luật quy định rõ trong quá trình ký kết và thực hiện hợp đồng điện tử, các bên có thể thỏa thuận với nhau về việc sử dụng thông điệp dữ liệu hoặc phương tiện điện tử cũng như về các yêu cầu và điều kiện kỹ thuật để đảm bảo tính toàn vẹn và bảo mật của hợp đồng điện tử. Cần lưu ý rằng, một số ngành cần tuân theo các yêu cầu pháp lý bổ sung liên quan đến hợp đồng điện tử. Trong khi MIG sẽ là cơ quan quản lý nhà nước về chứng nhận hợp đồng điện tử, các Bộ trưởng hoặc Thủ trưởng cơ quan ngang Bộ khác có trách nhiệm ban hành các quy định về ký kết và thực hiện hợp đồng điện tử trong các lĩnh vực thuộc phạm vi của Bộ mình. 

Theo Điều 6, các hành vi bị nghiêm cấm trong giao dịch điện tử bao gồm:  

1. Lợi dụng giao dịch điện tử xâm phạm đến lợi ích quốc gia, dân tộc, an ninh quốc gia, trật tự, an toàn xã hội, lợi ích công cộng, quyền và lợi ích hợp pháp của cơ quan, tổ chức, cá nhân.
2. Cản trở hoặc ngăn chặn trái pháp luật quá trình tạo ra, gửi, nhận, lưu trữ thông điệp dữ liệu hoặc có hành vi khác nhằm phá hoại hệ thống thông tin phục vụ giao dịch điện tử.
3. Thu thập, cung cấp, sử dụng, tiết lộ, hiển thị, phát tán, kinh doanh trái pháp luật thông điệp dữ liệu.
4. Giả mạo, làm sai lệch hoặc xóa, hủy, sao chép, di chuyển trái pháp luật một phần hoặc toàn bộ thông điệp dữ liệu.
5. Tạo ra thông điệp dữ liệu nhằm thực hiện hành vi trái pháp luật.
6. Gian lận, giả mạo, chiếm đoạt hoặc sử dụng trái pháp luật tài khoản giao dịch điện tử, chứng thư điện tử, chứng thư chữ ký điện tử, chữ ký điện tử.
7. Cản trở việc lựa chọn thực hiện giao dịch điện tử.
8. Hành vi khác bị nghiêm cấm theo quy định của luật.

1. Cascading relationship
Imaging that we have a field for Country and a field for Province. Each country has many provinces and when we select a country, only provinces belong to that country can be available to show in the dropdown list.
To prepare the data to input the value, I create 3 lists: Country, Province and Customers. For province list, I create a lookup field named “Country” to look-up to Country list. I also create a lookup field named Country and a lookup field named Province for Customers.

The requirement is to create new customer, in the dropdown of Province, it shows only the province of following selected country.

2. Cascading display control

Just think about the situation when we need to show or hide a control when we do action on another control. In this example, I just implement to show or hide control when we check for the field.

3. Cascading active control
It’s very simple and similar to the case 2nd. Instead of hidden control, this case just do disable or enable another control in the form.

Let’s Started
Okay, from my friends, I always think about the easiest way to deploy the solution or easy to use. Sometime, there are some limitations when we do customize the page layout, css, html or even of coding by using JSOM. However, let try your best in implementing to match the requirement as much as possible.
Before to show the code, I must explain on how to configure the variable for each of cascading type. You will see in the code the declaration of 3 variables, like this:

• HBX.ProviderField_InternalName is a source field and do some actions then send the behavior to another field

• HBX.ActionType is a type of cascading. There are 3 values upon to 3 cases above, that is Cascading, Display and Active.

This code must be applied to both the NewForm and EditForm, but I just show the way to deploy on the NewForm.

1. Open the new form (newform.aspx). Click on Site Settings -> Edit Page
2. Click Add a web part. In the web part galleries, select the ScriptEditor web part from Media & Content category.
3. Click on Edit Snippet
4. Copy and paste this code to the form, then click Save the page from the Ribbon. (see the code at the end of this article)

In some cases, you can customize the code depend on your situation and update the code. I love to use js to implement anything on SharePoint and restrain to use the farm solution with the backend code to implement your feature. With me, as simple as possible!

The Sites tab
From this tab, SharePoint app list all sites that you visit frequently and sites you’re following. This sites come from different site collections. If you click on a site to see recent activity, recent files and the site’s assets (documents, lists, subsites, pages and more). If your webpage is not support to transfer to mobile view, you may got the unsupport message or you can change to desktop view by click on tool box menu at bottom.

Access project site and check for all project document with mobile reable PDF and Office files. Vietnamese language was fully supported and display correctly.

If you are using Office365, this site come from available SharePoint site collection that created by SharePoint admin. For Office 365, I as expected for applications associated with subscription as such Microsoft Delve, Office 365 Video,… but I can not find them from list tab.

From the first look, this release of SharePoint mobile iOS app works well with Office 365 SharePoint Online. For SharePoint onpremise, administrator should improve functionality to make it compatible with SharePoint mobile app like resources as well as People directory. I didn’t test this app with SharePoint 2016. But from my point of view, this app bring to SharePoint users a good concept. While Microsoft improve this app and develop for Android and WinMobile, you can try to use it and give Microsoft your idea and feedbacks via:

Right now this function is optional to all business subscription, the new document library is actually turned offon  almost every sites automatically. Users can chose to utilize it in their respective groups then decide to revert it back or not after testing it it out. The new Office 365 menu sneak peek is available by clicking the “Check it out” button. Users can press the x to close it or check it out.

What is new Document Library UI

The modern Library menu is similar to OneDrive activities menu. If you appliedfor customized Master Pages in SharePoint, your master page will not apply to this new UI.

First look on new UI/UX Document library, there are some noted:

• Microsoft removed the Ribbon and replaced it by a simpler and doable top menu such as Move or Copy data within the selection, Alert me, Versioning activities, Get link, Sharing and even more…
• You are now able to “Pin” a document to always show on top of the library

• New Quick Start menu on the still left
• Library Search that shows on top left and results almost instantly
• Context menu is clearer and easier for business users since it’s focused to important functionality. Users can right click to bring the contextual menu up.
• Column headers has now a new menu with more advantage features to allow user to show/hide more columns, this way allow them to manage properties of documents without navigating to a different page. As well as create columns directly from context menu
  
• A new Thumbnail grid viewers to quick preview documents from the inside your library

How to access Document Libraries settings

Most Content managers/administrators can be surprised on how to access Document library settings (which was easy on the classic Ribbon button). At the moment, you will  have to navigate to Site Content page by click on Top Right setting menu -> Site Content or you can quick access a viurl https://yoursharepointsite/_layouts/15/viewlsts.aspx, then click on Settings menu as below

How to change back to Classic UI

It’s really exciting to see the new menus with fewer clicks to the most frequent functions and features, and a much more contextual and made easier experience. If you are not interesting to model UI, There are 2 ways that you can change back to classic SharePoint

• Simply slide down in the left navigation and choose “Return to classic SharePoint”
• From List Settings page -> click on Advanced settings -> from the Document Library advanced settings page, noted a new section in the bottom of the page “List experience” that allow you to decide where is the UX applied for current Document Library

To conlude, Office 365 and SharePoint Online is changing every days. Of course the traditional document library is still in SharePoint 2016 andOneDrive for business is still have pending issues (Restrictions and limitations when you sync SharePoint libraries to your computer through OneDrive for Business), but I hope Microsoft keep update and maintain it.
